It certainly is. Possibly ex Railway Operating Division from one of the two World Wars.

These are from the Richmond Vale Railway, a well-known former private colliery line in the Hunter region of NSW, Australia.

The owner J & A Brown bought 13 ex-ROD 2-8-0's in the 20's, and these became the backbone of the railway's fleet for several decades.

Brian Walker / Dave Bran made MSTS models of No 15 and 24 in 2005, and Russell Beer made a MSTS model of No23 on 2008

All 3 models are still available on the Coals to Newcastle website "
